Retaliatory Terror Bombing for Peace and Justice: The World War Two Allied Doctrine in 2023
The former British Prime Minister kept his promise, penning a million words over the course of the six volumes of his History of the Second World War. In that prolix deluge the gas chambers are not mentioned. The fact that Churchill was instrumental in the collective punishment of the German people via the incineration of more than 600,000 civilians is also omitted.
His cult is as fresh as a daisy in our time because he was that rare and precious commodity: an architect and apologist for the doctrine of killing the innocent as “retaliation” for the sins of rulers who commit crimes in their name, otherwise known as collective punishment, i.e. The Allied Doctrine of World War II.
Despite 78 years having elapsed since the end of that conflict, the Allied governments and the morality of their ideology of collective punishment are as sacred and inviolable as they were in 1945.
Churchill espoused air force terror bombing as a “form of control over semi-civilized countries which will be found very effective and infinitely cheaper” than infantry attacks (Ronald Hyam, Understanding the British Empire [2010], p. 236). Moreover, his avidity for cremating ancient Saxon cities packed with German women and children has been no obstacle to his “great statesman” status in the West.
Churchill’s “…Bomber Command set the goal of destroying 104 German cities and towns, from the metropolis of Berlin to sleepy Wittenberg. The result, their experts estimated, would be 900,000 civilians dead, one million injured and 25 million left homeless. This extraordinary campaign of ultramodern violence began in 1942 with attacks on Cologne, Lübeck and Rostock. In the autumn of 1943 the RAF was joined by the U.S. Army Air Force….the Americans soon found themselves in the business of obliterating entire cities.…the devastation wrought by the bombers was unprecedented…” (Adam Tooze, “To Break an Enemy’s Will,” Wall Street Journal, February 15, 2014, p. In 1944 U.S. President Franklin D. Roosevelt partnered with Churchill’s terror-bombing crusade by criminalizing every man, woman and child in Germany:
“The German people must have it driven home to them that the whole nation has been engaged in a lawless conspiracy against the decencies of modern civilization.”

In the Pacific theater Roosevelt ordered General Curtis Lemay to implement LeMay's plan of attack on civilians in Japan. On March 9, 1945, 346 American bombers were dispatched to intentionally create a firestorm that would wipe out 16 square miles of the city of Tokyo, burning alive at least 100,000 Japanese children, women and men. The U.S. government’s own Strategic Bombing Survey, made the following world-historic admission, now forgotten: “Probably more persons lost their lives by fire at Tokyo in a 6-hour period than any time in the history of man.”
For his final act of arson, in February 1945 Churchill tossed a match into the cosmopolitan jewel that was the city of Dresden as casually as a drooling meth addict would torch an apartment building for revenge on the landlord who had evicted him.
